Canada–Are most people bilingual in French and English?

I’ve heard that it is mandatory in English speaking provinces to learn French from grade 1—Is that true? And are most bilingual by the time they finish school?
Also in Quebec the main language is French, but do they learn English from grade 1? Are they bilingual?
My last question—Is Quebec the only French speaking Province in Canada?

Yes. French is mandatory in schools.
No, Montreal is also a french speaking province in Canada
Yes in Quebec they are also taught english but it is NOT mandatory.
i think quebec is the only french speaking one. but closer provinces have french speakers too. i hink they have both equally there in quebec. my uncle told me that they use french and english in the tvs
